WARREN (WWJ) - Warren Mayor Jim Fouts has been fined by the Michigan Secretary of State for violating Campaign Finance law.

Fouts and his Public Service Director, Richard Sabaugh have to reimburse the city after it was determined that a campaign fundraising event flyer was placed in resident's water bill mailers.

Leon Drolet chair of the Michigan Taxpayer's Alliance and a Macomb County Commissioner, who filed the complaint against the mayor in 2016, says he feels vindicated.

He's a little frustrated though that the investigation has taken so long.

"I'm not sure why it took so long, it was such an obvious violation but it's very frustrating because there's a lot more staff resources that were used by the major for this fundraiser, taxpayer staff resources, that he's not being required to pay back. So, I think he's getting off pretty easy."

Fouts denies having any involvement in this and says Sabaugh will pay the $761 fine.

Drolet says Fouts was "coordinating, directing and organizing this State of the City address for weeks leading up to it ... it frustrates me when politicians take advantage of taxpayers by using taxpayer-paid resources for their own political purposes."
